What is there to Hide? Apparently A LOT!?
Does the delay tell us all we need to know?
Until the City of Sioux Falls annexed a piece of land in the northeast part of Minnehaha County and began the process of changing the zoning so a data center could be located there, no one had heard of Gemini Data Centers LLC. Gemini is a relatively new company. It was set up under the Delaware secrecy laws in December 2024 and filed as a foreign corporation with the State of South Dakota a few days later. A web search suggests that the people involved with this company have no experience with technology just backgrounds in real estate and medicine. One of their recent purchases was a retail building on the main drag in Beverly Hills, CA.
In Wisconsin, a similar group showed up. “The Beaver Dam Area Development Corp, a quasi-government nonprofit that functions as the city’s economic development arm, signed an NDA on Dec. 1, 2023, not with Meta, but with a shell company no one had ever heard of, Balloonist LLC.”
Since Gemini has no experience in the field, like Balloonist LLC, one would strongly suspect someone else is behind the curtain. Is it Homeland Security? We are building a maximum security prison building a few miles away that meets the Homeland Security requirements. Some people have speculated the “data center” might be used in combination with the prison building and that the data center might be a combination of a drone hub and data warehouse. Or is it Meta, like in Wisconsin? or Microsoft? or a Korean company like Schwans? or a Chinese company like Smithfield?
Why the shell company?
Shouldn’t the citizens know who is going to be located on the property? And why would you need to hide contractual information? Because the organization is planning to take advantage of the locals? Will something dangerous be there? Something else?
It is interesting that the City seems terrified to release information on the legal documents they have signed with Gemini and related organizations.
Here is the timeline on a Freedom of Information Request that includes the non-disclosure agreement between Gemini Data Center, LLC and affiliated companies and the City of Sioux Falls:
January 8, 2026 - A Citizen hand delivered a written request to obtain access to the legal documents. Greg Slaven, Mr. Pfeifle’s assistant, signed that the letter was received.
The Citizen called to follow-up on the letter. Mr. Pfeifle was not available.
January 22, 2026 - Mr. Bengford, a Senior Assistant Attorney with the City of Sioux Falls, called the Citizen and told the Citizen he would be receiving a letter in the mail saying the city needs more time to provide the materials.
🤣🤣🤣 All legal documents are electronic now and a quick search can pull all the documents in a few minutes. What’s the real story? A DELAY TACTIC?
January 23, 2026 - Mr. Bengford sent a letter documenting that the City of Sioux Falls would be taking a delay.
January 26, 2026 - The letter documenting the delay arrived at the home of the Citizen. Why would that letter be necessary, unless the City has not done something correctly or the City is trying to keep information from the citizens? Otherwise, wouldn’t you just release the information and be done?

KEEP UP THE EXCELLENT REPORTING ON THIS!
We should never do business when we don't know who we are doing business with.
Our legislators always talk about wanting transparency. OK let's have a bill requiring that bans shell companies and demands that all the 'owners' be listed under the company name.
We also need to do away with all the 'hidden trusts' in our state. There should be a place where we can find out who is hiding money in our state.
Corruption continues when it can hide. I would also like to see follow up on the $600,000 that Noem spent on the state credit card.
